Forty-four (44) PNP personnel from Police Regional Office 6 participate the opening of Drug Abuse Resistance Education Program at EON Centennial Plaza Hotel, Iloilo City.

A ten (10) day living-in training (from August 7-18, 2017) on D.A.R.E program funded by Dangerous Drug Board in collaboration with D.A.R.E Philippines and participated by commissioned and non-commissioned officer assigned as Police Community Relations personnel. Further, this is a Trainor’s training to develop D.A.R.E teachers in the region to support PRO6 best practices “Pulis Ko, Teacher Ko.”

After the ten (10) day training, personnel will teach the children (student/pupil and out of school youth) how to say “NO” to all pressure to experimenting on harmful substances and enable them to be effective model for the peer group. PRO6 vision on the implementation of program is to help bring about a Drug-Free environment for the children. The program is unique in its thought of PREVENTION rather than REHABILITATION. This will further support PRO6 Project: Double Barrel Reloaded.

During the opening of the program, Atty. Donna Z. Gasconia, Executive President of D.A.R.E Philippines attends in behalf of DDB and looking forward the consistency of the program in Western Visayas.

Also present during the activity, PRO6 Regional Director Police Chief Superintendent Cesar Hawthorne R Binag and Police Senior Superintendent Marcelo S Bolivar, PRO6 Chief PCR who is responsible in monitoring for the implementation of the program.

Police Regional Office 6 three hundred forty-five (345) newly recruit took their oath today in Camp Martin T Delgado, Iloilo City of which two hundred forty-nine (249) are male and ninety-six  (96) female. This is distributed by province Aklan- forty-one (41), Antique forty-one (41), Capiz seventy-six  (76), Guimaras- twelve (12), Iloilo Province- one hundred thirty-nine (139) and Iloilo City- thirty-six (36). For the courses, 303 are BS Criminology and 42 (others courses), 20 of them graduated cum laude.

During the oath taking reception was made as a tradition of PNP in the presence of their families and love ones.

New Police Officer One (PO1) will undergo six months police basic training at Regional Training Center 6 and another six (6) months for Field Training Program (FTP).

Police Chief Superintendent Cesar Hawthorne R Binag, Regional Director PRO6 officiated the oath taking.

The newly take oath PO1’s is the regular quota for PRO6 in 2017. 

 

During his message RD Binag wish all candidates for training not only to succeed but also to survive and graduate in the first phase of their training as police officer. He also encourages the PNP recruit to envision their future that they wanted to pursue in their respected life.

“Don’t leave this place without ascertaining the kind of future that you want to have not just in the service but even outside PNP service. If you have that clear vision in life, no amount of hardship of training can stop you in pursuing that envision.”

He also appeals to the parents to pray for their children safety while on training and let them focus on their training and work as police officer.

PNP applicants for Police Officer 1 (PO1) CY 2017 regular quota will take their oath on August 1, 2017 at Camp Delgado, Iloilo City.

Out of more than one thousand applicants only three hundred forty-five (345) pass the test during PNP screening of applicant who were chasing their dreams to become a police officer and public servants.

Among the 329 qualified applicants ninety-six (96) of them were female more than 20% standard recruit quota for women police officer and two hundred forty-nine (249) were abled male applicant. Quota of applicant were distributed by province; Aklan forty (40), Antique forty-one (41), Capiz seventy-seven (77), Guimaras six (6), Iloilo City thirty-seven (37) and Iloilo Province with one hundred thirty-eight (138) qualified PNP applicants.

Moreover, three hundred four (304) of the passers were criminology graduates and forty (40) were graduates of other courses wherein twenty (20) of them graduated with flying colors or cum laude.

Police Chief Superintendent Cesar Hawthorne R Binag, RD PRO6 will officiate the oath of office at PRO6 parade ground in the presence of their family, friends and love ones.

Police Regional Office 6 Camp Base Drug Rehabilitation and Treatment Program designed by Pathway Recovery Foundation, Incorporated (PTRI) produce fifty tokhang surenderers in the city completed its intensive care program, of which forty-nine (49) are male and one (1) female. This the 8th batch wellness and recovery program conducted by PRO6.

Accordingly, there are now four hundred fifty-six (456) Tokhang surenderers who availed the program and most of them undergoing “After-Care” service from DSWD, TESDA, DOLE and other government agencies offering training, seminar, etc. to capacitate rehabilitate drug surrenderers.

Further, Police Senior Superintendent Jesus D Cambay, Deputy Regional Director for Operation and the same time Chairman of Oversight Committee on Illegal Drugs would like to extend the wellness and recovery program to different Provincial Police Office in the region. Based on the record, only Iloilo City and Antique Province is intensifying Recovery and Wellnes program to drug surrenderers that is categorized under mild and moderate use of substance.

Police Chief Superintendent Cesar Hawthorne R Binag input for PRO6- “We Transform as we Perform” make to continue the Camp Base Wellness and Recovery Program to all surenderers. Barangay Officials in the City of Iloilo is encouraged to enroll their Tokhang surenderers for the 9th Batch. Registration is now ongoing in Camp Martin Delgado under Police Community Relation Division.

Western Visayas Crime Volume based on Police Regional Office 6 Crime Information, Reporting and Analysis System (CIRAS) drops by 8.50% or 3, 410 incidents for the year. The comparative statistics covering the period from July 1, 2015 to June 31, 2016 versus July 1, 2016 to June 31, 2017. Accordingly, last year crime incidents registered into 40, 100 while this year is 36, 690 incidents.

 

Out of 40, 100 Crime Volume for 2016, Index Crime registered 10, 866 incidents and Non-Index Crime is 29, 234. This year, the CV is 36, 690 incidents of which 8, 582 is Index Crime and 28, 108 is Non-Index crime.

 

Data further shows, that significant decrease of Index crime having 21.02% or 2,283 incidents registered for the year. Among them, Robbery decreased by 35.55% (984 vs 644 incidents), Theft by 43.42% (4,832 vs 2, 734 incidents), Murder by 5.28% (303 vs 287 incidents), Homicide by 11. 19% (143 vs 287 incidents), Motornapping by 29.77% (309 vs 217 incidents), Cattle Rustling by 54.55% (33 vs 15 incidents) however, Physical Injuries increases by 7.28% (3,764 vs 4, 038 incidents) and Rape by 3.85% (493 vs 512 incidents).

 

On the distribution of Index Crime per Province/City, the CIRAS also reveals that Antique Province has 28.57% reduction, Capiz Province with 26.63%, Guimaras Province 32.44%, Iloilo Province 24.57%, and Iloilo City 31.56% while Province of Aklan increases 3.81%.

 

Police Regional Office 6 Crime Clearance and Solution Efficiency for the year also increased by 2.96% (from 59.07% to 62.03%) and 3.07% (from 57.55% to 60.62%) respectively. The national target for the Crime Clearance Efficiency is 48.42% and for Crime Solution Efficiency is 36.41%.

 

The downward trend in crime for the year amid the government’s relentless war against illegal drugs launched by Police Regional Office 6 Project Double Barrel: Project “Tokhang” and Project HVT/SLT, Best Practice initiatives on Anti-Criminality Campaign and Community’s support.

 

PCSUPT CESAR HAWTHORNE BINAG aims of sustaining the orderliness and development of Western Visayas by addressing terrorism, illegal drugs, criminality and violent extremism.
