Police Regional Office 6 (PRO6) recognizes the accomplishments of eleven (11) uniformed personnel earlier this morning, October 23 during the Monday Flag Raising Ceremony at Camp Delgado.
From the ten (10) individual who received the Medalya ngKagalingan or the PNP Medal of Merit, four (4) of which were from Roxas City Police Station, Drug Enforcement Team who successfully arrested during buy bust operation the persons of Mark Anthony Alvarez and Christy Arline Liboon last August  02, 2017 at Railway St., Brgy. IX, Roxas City, Capiz for violation of Sections 5 and 11 of Article 9165.
These police officers were Police Superintendent Dante S Tayco, Police Inspector Pedro GoldinoDiocson and PO2s HanzelGevero and LazaroSereneo.
Same award were also given to Police Senior Inspector RamilJacaba, PO3s Dax Bello, Dennis Losbañes and PO1 Aivan Manajero, members of Bingawan Municipal Police Station who were responsible for the arrest of Richard Gilbaliga, Top 1 Most Wanted Person in the Municipality of Bingawan last October 07, 2017 at Brgy. Abangay, Tapaz, Capiz by virtue of Warrant of Arrest for violation of Republic Act 7610 (Special Protection of Children Against Abuse, Exploitation and Discrimination Act.").
Moreover, same awards were also given to Police Inspector Pedro Celino, SPO1 Joie Revesencio and PO3 Edney Matillano, members of Criminal Investigation and Detection Group 6 (CIDG6) and Dingle Municipal Police Stationfor the successful conduct of entrapment operation which resulted to the arrest of Romeo Principe, leader of Romeo Principe Group, a newly identified CG engaged in gun running activities operation in the 4th District of Iloilo Province and July Palma last October 09, 2017 at Brgy. Gutao, Dingle, Iloilo for violation of RA 10591.
This regions accomplishment is in line with the PRO6 strategic direction “We Perform as We Transform”.

Additional 410 personnel of Police Regional Office 6 augmentin Masskara Festival 2017.
Aside from securing the festival, this personnel will be utilized for the visit of the President, Rodrigo Roa Duterte in Bacolod City.
The Task Group Masskara2017 continuously  it’s implementation of round the clock checkpoint operation and Republic Act 4136 (Land Transportation and Traffic Code.)as part of the security and safety measuresin the duration of the festival.
Furthermore, PRO6 is appealing to every responsible citizen that any presence of suspicious person/s or armed group in the locality should be reported immediately to police authority or any police hotline.

            The ten (10) individuals who receive the Medalya ngKasanayan or the PNP Efficiency Medal were, Police Superintendents Giovanni Musico, Salvador Dagoon, EfrenLozada,Police Chief Inspector Edyliz, Renante Matillano, Police Senior Inspectors Edgar Anonoy, Deo Gene Bonggawen, German Magbanua,  PO3 Mark Caroha, PO2 Daryl Oberio and PO1 GeaGabasanfor demonstrating exemplary performance during the conduct of simultaneous internal security operations in the provinces of Aklan, Antique, Capiz and Iloilo,in support to the counter-insurgency operations of the 301stBrigade 3rd Infantry Division (3ID), Philippine Army. PRO6 OPLAN 2017-21 “Galugad Dos” which prescribed the conduct and launching of simultaneous major operation form August 29, 2017 to September 04, 2017.
            Same award was also given to Police Senior Superintendent Canilo Fuentes, SPO3 Herbert Remigio and NUP Jose FebitoLarazaas the initiators in the repair of unserviceable M16-A1 rifles that were stocked for a long period of time which include handiworks in cleaning, repainting, reassembling and replacement of the defective parts to regains their serviceability.  As a result, last October 09, 2017 thirty seven (37) units of said firearms were successfully refurbished and now in good condition.

A total of 4,365 contingents attend the send-off ceremony for Masskara 2017 yesterday, October 16 at Bacolod City Government Center, Bacolod City.
Task Group Masskara 2017 adopted the Major Events Security Framework, which utilizes all available personnel, resources of the government and other law enforcement agency. This member agencies were Police Regional Office 6 and National Support Units (Aviation, Highway Patrol Group, Maritime, SOCO, Regional Health Service), Philippine Army, Philippine Coastguard, Bureau of Fire Protection, Bureau of Jail Management and Penology, Bacolod City DRMMC, Red Cross, other emergency volunters like DYA Bacolod Ambulance Service, Amity Fire Brigade and First Aid Team, Bacolod Chinesse Chamber Volunteer Fire Brigade and for the volunteers, we have SARGE, Federation of Bantay Bayan Volunteers, Citizens Onwards for Prevention and Safety Brigade, Crime Monitoring Action Group and stricker group.
Gun Ban was implemented midnight of October 16, 2017 to 11:59 on the 23rd of October 2017.
People in the festival site must secure their belongings at all times, be security concious and always responsible of their safety  and their children.
However, the following are prohited; bringing of bottles, deadly weapons, backpack and flying of drones within the venue.
Police Assistance Center were placed along major highways, hotels, malls, churches, terminals, tourist distinations, seaports, and other areas vulnerable to terrorist hostile activitites where public can easily seek assistance in cases of emergency.
LIkewise, members of Barangay Peacekeeping Action Team (BPAT’s) and other force multifliers will be mobilized to augment the police force.
This is to preemt the possible occurrence of any criminal activities by various threats groups in the region particularly in Bacolod City who will possibly take advantage of the situation to carry out illegal activities.
PRO6 encourages the support of the community especially the Bacolodnon’s  in the promotion of Peace and Order by reporting presence of suspicious individual that may disrupt the festivity.  Hence, police operation will be conducted nighty through OPLAN SITA, saturation drive, OPLAN BAKAL and chokepoint in the engagement area. 
Police Chief Superintendent Cesar Hawthorne Binag, regional director assures the people of Bacolod City and visiting tourist (Local and International) of their safety during the festival and further he wanted to reduce the fear of crime in the city.

On the 3rd Quarter 2017 Validation of PRO6, Balume Criminal Gang headed by Arturo Balume Sr @ Master Pedik is one among Sub Group member of the late Melvin Odicta operating in Iloilo Province, Iloilo City, Capiz and Negros Occidental.
 The Criminal Gang has a total of fourteen (14) core members and Seven (7) were already neutralized. They were involved primarily on illegal drugs and secondary as gun for hire.
Arturo Balume Sr @ Pedik/Turing is a resident of Brgy. Bato, Sara, Iloilo, formerly a bodyguard of Ex-Mayor Nephtali Salcedo of Sara and served as Private Armed Group of Mayor Rene Cordero y Delos Santos of Estancia, Iloilo, during 2016 National Election.
He was categorized as High Value Target Level 3 (HVT 3) being the sub-group leader under the late Melvin Odicta Drug Group. His source of illegal drugs is National Bilibid Prison (NBP) and Mindanao.
On May 8, 2016 at about 1:54 PM at Barangay Pani-an, Balasan, Iloilo , Arturo Balume and his group was implicated in the killing of Ronaldo Estandarte y Requinto alias “Bongkol”, a resident of Purok 3 Barangay Tacbuyan, Estancia, Iloilo and Robert Magarso y Federico alias “Intong”, a resident of Sitio Balatocon, Barangay Arac, Passi City both of them is a personal security of Mayoralty Candidate Melina Requinto in Municipality of Estancia, Iloilo. The group were charged for two (2) counts of Murder. 
On April 25, 2017 warrant of arrest was issued by Honorable Rogelio J. Amador, Presiding Judge of Branch 66, Barotac Viejo, Iloilo under Criminal Case number 2017-8032 and 8033.
Prior to the successful police operation against the subject, following initiatives were made by Police Regional Office 6.
  1. On June 8, 2016, composite team of IPPO under direct supervision of PSSUPT RODERICK AUGUSTUS B ALBA served and implemented the Search Warrant in the residence of subject person however, only the caretaker was around.
  2. On October 28, 2016, Arturo Balume fled from Brgy Bato, Sara, Iloilo and transferred somewhere in Palawan and Negros Island, sometimes sighted in Mindanao particularly in Agusan Del Sur.
  3. On July 2, 2017, composite team of  IPPO and NOCPPO conducted follow up operation at Brgy. San Roque and Brgy Tagda, both in Municipality of Hinigaran, Negros Occidental.
  4. On August 11, 2017 joint elements of RID 6 and IPPO successfully arrested Cris Perlas y Lachica aka “Dodoy” in Brgy. Asluman, Gigantes Island, Carles Iloilo, Balume Drug Gang member by the virtue of the same warrant of arrest. During Tactical Interrogation of arrested person, he divulged some vital information relative to the properties, whereabouts, armaments and source of funds of the said Criminal Gang.
  5. On September 15, 2017, Sara MPS successfully arrested Romar Dorde y  Pusa, in Brgy. Preciosa ,Sara, iloilo, a personal confidant and right hand of Arturo Balume by the virtue of the same warrant of arrest.
  6. Creation and activation of dedicated  tracker/focus team from the  Regional, Provincial and City Police Offices were tasked to follow up possible lead.
  7. Police Community Action Teams of all PRO 6 units were directed to harness community support for the arrest of the fugitive.
  8. Case review was held and discussed every Regional Oversight Committee meeting on Illegal Drugs presided by PS/SUPT. JESUS D CAMBAY Jr. Acting DRDO/Chairman.
  9. Dedicated team continuous and “painstaking”, validated and acted upon actionable intelligence  in the entire Province of Iloilo, Capiz, Antique, Guimaras and parts of Iloilo City and Negros Island for several months but subject person evade the arrest by transferring from one safe haven to another lair and various disguise and stealth moves.
  10. Back ground investigation and operational researched was also conducted to shed light on the real properties of Arturo Balume Sr.as well asto monitor his scope of operation and possible hiding places namely : 

     A. Beach Resort in Brgy. Suha, San Dionisio, Iloilo - owned by subject and was sold to certain Zerrudo for the price of 1.4 Million Php.

     B. Owned a Cockfighting Farm in Brgy. Bato, sara, Iloilo

     C. Frequently places visited:

  v  Hinigaran, Negros Occidental

  v  Himamaylan City, Negros Occidental

  v  Bacolod City

  v  Brgy. Poblacion, Hinoba-an,Negros Occidental

After five (5) months of hiding, a Leader of the Balume Gang and his son Arturo Balume Jr. aka “Turing” was arrested.
At 5:30 PM of October 12, 2017 joint elements of Regional Intelligence Division 6, operatives of IPPO and NOPPO led by PSSUPT MARLON A TAYABA at Brgy. Poblacion, Hinoba-an, Negros Occidental successfully implemented the warrant of arrest against Arturo Balume Sr. aka “Master Pedik” and Arturo Balume Jr. Aka “Turing” by the virtue of warrant of arrest for the crime of two (2) counts of Murder under docketed number in Criminal Case Number 2017-8232 and 8233 issued by Honorable Rogelio J. Amador, Presiding Judge of Branch 66, Barotac Viejo, Iloilo. Accordingly, the wife of both Balume’s and brother in law were also arrested.
Recovered during lawful search:
  1. Ten (10) sachets of suspected shabu with estimated value of eighty three thousand pesos (Php 83,000.00);
  2. One (1) unit of 38 Revolver with six (6) live ammos;
  3. One (1) unit of Caliber 45 colt with serial number 731514 with seven (7) live ammos  and one (1) magazine;
  4. One (1) unit of Nokia Cellphone.
Arrested persons were subjected to Medical Examination after they were fingerprinted, mugshot and documented.
Case of illegal possession of firearms and ammunition and possession of illegal drugs is being prepared against the suspects by the Investigator On Case (IOC).
